Dear Mr. Speaker: (Dear Madam President:) In accordance with section 406 of division A, section 510 of division B, and section 405 of division C of the Act making emergency supplemental appropriations for the fiscal year ending September 30, 2024 (H.R. 815; the "Act"), I hereby designate as emergency requirements all funding (including the transfer and repurposing of funds) so designated by the Congress in the Act pursuant to section 251(b)(2)(A) of the Balanced Budget and Emergency Deficit Control Act of 1985, as outlined in the enclosed list of accounts.
